I just hired an employee who tells me that I shouldn't deduct employment security contributions from his check because he's not qualified to collect benefits. Is that true?

No. Alaska statutes require that every employer pay unemployment insurance contributions on every employee. There are no exceptions based on an employee's ability to collect unemployment insurance if they are not working.
